System Metrics Group, Inc. (SMG)

SMG is a transportation consulting firm founded by senior professionals with significant technology and management consulting experience to provide advice to public agencies.

Experience

The principals of the firm have backgrounds in engineering and advanced degrees in business and planning. Prior consulting experience includes work at Booz•Allen & Hamilton, Nelson Nygaard, Towers Perrin, and Scient Corporation. In addition to their direct consulting experience, the firm’s partners have also worked for several public and private organizations, including the Bay Area Rapid Transit District (BART), Citicorp, MTA New York City Transit, and the University of California at Berkeley.

Recent clients include: the California Department of Transportation, the National Cooperative Highway Research Board, the Southern California Association of Governments, and the University of California at Berkeley.

Types of Assignments

SMG bridges the gap between transportation planning/engineering and policy-level decision making. Our work encompasses strategic planning, planning analysis, planning tool development, and the integration of performance measurement into decision making.

Examples of typical assignments include:

  • Designing a framework to monitor highway congestion statewide
  • Reviewing and improving the processes used to verify, detect, and respond to highway incidents to minimize non-recurrent delays
  • Serving on a statewide taskforce to determine transportation funding priorities
  • Constructing a multi-modal, benefit-cost model
  • Integrating regional planning forecasts into a geographic information system (GIS)-based, multi-modal planning tool
  • Writing reports to the State Legislature
  • Assessing the level of service (LOS) provided by inter-regional transit
  • Modeling route diversion and mode choice for goods movement
  • Developing system documentation and functional requirements for a web-based highway performance measurement system
  • Providing strategic advice and technical research to a multi-agency performance measurement initiative
  • Training planners and engineers to use GIS-based tools
  • Determining a state's role in providing mass transportation
  • Developing a national, 20-year infrastructure plan
  • Examining efficiency and effectiveness of a transit agency
  • Preparing medium and long-range, multi-modal plans to address regional transportation needs
  • Assessing alternative solutions for a transportation corridor.
